Actually, it’s simply refusing to load it into the database because of this problem. I’m still trying to figure out whether it’s something in my PostGIS setup.
Other features, such as the geographic regions (which contain some odd characters) load just fine with the default settings. I suspect it might be a ‘ somewhere but I’m not sure.

Open an existing tfw file with a text editor, replace its content with the appropriate updated version and save it again under the same name. Save it as a plain text file. The tfw file should contain only 6 lines, nothing else.
